Plot Homer fails a test which determined how well he knows Bart, and scores a zero. A trip to the national fatherhood institute convinces Homer to help Bart build a Soap-Box racer. But Homer is soon crushed when Bart decides to drive a car built by Martin Prince, but Homer is in the crowd there to root Bart on.
