Plot When Mr. Burns discovers that Homer is sterile, Mr. Burns gives Homer $2,000 but to cover it up he says that Homer's won the First Annual Montgomery Burns Award for Outstanding Achievement in the Field of Excellence, presented by Joe Frasier (voiced by himself). When Herb (voiced by Danny DeVito) finds out, he travels to Springfield to try and come up with an invention to regain his fortune. He comes up with a Baby Translator, allowing Babies to talk to adults. Using Maggie as a test subject, He makes a prototype which regains Herbs fortune, he then forgives Homer for making him bankrupt in the first place.
