Plot When Homer accidentally destroyed the fast food district, Dr. Hibbert recommends a Bond Issue to rebuild it, which Mayor Quimby adds to the next election, The Springfield Primary. Because it's not until next June, he moves it to the following Tuesday, making Springfield the first in the country to have their primary. This attracts all sorts of media attention which in the end, becomes unwanted. The Springfield Residents write in the most stupid candidate they can think of, Ralph Wiggum. Both parties hound Ralph into their party, where Lisa tries to defend him against them, as it would turn out, Ralph himself is using both parties to make the country a better place.
